keep a city or any government frasa:@r protectinge health of their people. we cannot regulate the health of our people because of a federal regulation. that's ridiculous. in fact, the federal regulation is much, much more narrow than that. the second thing is the at&t argument that the issue that they're worried about is tissue warming. it's a very typical thing in industry for the industry to throw out a kind of red herring that throws you off track. the one thing we know about microwaves from experience is it does not generally warm things. the effect on the body is much more precise than that. and it really is out of respect that this body did the right thing tonight that i'm bringing that to your attention tonight. >> president chiu: are there any other speakers? please step up. >> good evening, supervisors. what a night. i feel relieved but not in any way jubilant. i wanted to give you some comment about public comment. i've stood in these chambers a number of times and watched certain supervisors chastise members of the public for how they've given their public comment a

director of the san francisco fleet week association. and make no mistake about it, the city and county of san francisco are supporter of the united states military. san francisco fleetwood association is a nonprofit all volunteer organization that was formed to help organize and execute fleet week. and fleet week in 2012 like 2011 and 2010 has adopted a mission to promote the humanitarian assistance and disaster response missions of the united states military. we also, of course, will have the blue angels and the air show that comes with that. the ships will be coming in and the wonderful liberty call that the wonderful men and women in the armed forces will have in san francisco. the fleet week association also, as i say, has a humanitarian and response. along with the civilian disaster response community, we'll have a senior leader seminar taking place on thursday and friday in which the military and the civilian community learn from one another on how to provide disaster response. i should mention that on wednesday morning out at ocean beach, the marine corps and the navy are settin

you, lewis. welcome. this is the beginning of a great number of events in our city, but i have to say fleet week is really one of my best events. it's one that i've celebrated since just being here and senator feinstein helped reignite it. we were very glad for it to just grow. and, of course, it's a week-long recognition of our armed forces, navy, coast guard, marines. they're all represented here today and i want to give a big shout out and shanks for the men and women in our uniforms who are protecting us. as you know, the world isn't safe. there are a lot of things that are happening. we have to always be ready and vigilant. i think a week out of our very busy calendars to recognize men and women is really an extraordinary opportunity to do that. i also want to give a very big thanks to the fleet week association. it's a great blend. and to have the chair, general, it's been wonderful to work with. he's kept us very focused on what we need to do. and then for all departments that have already been signalled out today, it's been wonderful to work with them today, both administrativ

as a whole. they are truly an asset not only to the mission, but to the city of san francisco. and it's a pleasure to be their commanding officer. thank you. >> well, with that, i just want to again thank you. and by the way, right now it's not just getting them jobs, but we're trying to connect many of them with city college so that they continue to get an education. one of the young men wants to be a chef. so, we're working to find that person a job with a local restaurant. san francisco has amazing restaurants. so, you're really teaching these kids that they have, you know, choices that they can make and that they can have a new life for themselves. but, again, i can't, i can't thank you enough for what you do. so, with that, officers john cafe and david sands, please come on up. if you can say a few words. >>> we just want to thank you, supervisor campos, for this honor. it's just a different aspect of our police work that we thought could change some people's lives. so, thank you very much. >> thank you. i just want to say we couldn't do this without the help from, you know, the

that as a matter of policy for the city, i would rather err on the side of doing more than less. and, again, i just think that from my perspective, it's what i would want for my family. and, so, i don't know if that's possible, but i would simply urge the city to do that. i think it's money well spent. (applause) >> ms. brownell, if i have family and i lived on the island, obviously what i heard, if i was to make a request to dph or to i guess the appropriate agencies, would we be able to do additional assessments by request? is that something we can figure out a way to figure out a system for? >> we can certainly explore that idea. again, the california department of public health is the agency -- >> they're the ones that do that? >> -- that did those studies and we can talk to them about that concept. >> okay. i think that as much as we can, because -- i think we have to understand the concerns are reasonable. that regardless of what we say, regardless of what our regulatory is saying, when you have children, when you yourself are living on the island, you're going to continue to have concerns re

community. so, that was actually a really, really welcome first step by san dusk. the city administrator did negotiate a cba that was brought to the cac in january, and it was approved by the city administrator at the end of january. and this past year san dusk actually negotiated their second round, the second cba. september 20th was the final public hearing on that cba. i'm not sure if the city has signed off on it yet. >> could you talk a little bit, could you summarize the first cba with sandusk what was finally agreed upon? and also the value of the exclusion. >> sure. so, my understanding is that the value -- well, the cba's intention is that 30% of their benefit goes toward providing community benefits. i think the first year san dusk said their benefit amount was $75,000 and their cba actually went above and beyond that amount. but they mainly -- the major thing is they committed to is to host tours and panels for their employees and for the public on things relating to the tenderloin, such as tours, sro tours. they did a lot of work around food justice. they sponso

activities occur is unbelievable. it makes me so proud to be a department head in the city and county of san francisco. we have learned since 2010 that we need to meet and get to know the folks that we will need to rely on in an emergency. we all know in a disaster we can't do this by ourselves. we are going to rely very heavily on our military partners. generally maya saw in 2010 that having a big party for fleet week was great, but we needed to do something more. and it was under his inspiration and leadership that we began the humanitarian assistance disaster response program. so, it's really building these relationships over the years, continuing to grow, and going from the one week event that we started with for fleet week into something that we're doing all year round. so, i'd like to thank especially my staff, rob, diana, all the people who have been working on this day and night. right now this week it's fleet week every day, every second, every minute. but next week it will be fleet week for us again starting for 2013. so, thank you very much. go across the entire city above and beyond and you have done a lot of volunteering of your time. i'm sure you have done this a lot. i just want to say thank you for your service. it is really important. we rely a lot on you in the city. there should be more of you in terms of doing what you are doing so thank you. >> i think you are right. should be more of me but unfortunately there's only one of me and the entire san francisco say also can't find another one, even in sfpd or the d.a.'s office. >> can i just say that one thing that really angers me about these scams is many seniors are really isolated and don't have a younger person to talk with them about being careful, so they are so isolated that they don't talk to others. i'm hoping sf safe or the senior organizations and many community-based groups can do more to reduce that isolation for many older folks. but i think that is a broader issue than what law enforcement can deal with but i see that targeting vulnerable that are most isolated is what many criminals do. >> another thing is, a serious lack of knowledge in the u.s.

board of supervisors approval as the city attorney has advised us should go before the board. on this particular item i don't think there is anything that significant. it is a matter that the department has to be careful. i don't think there is a very agregious error in what has taken place. as you can see, we are recommending approval of this legislation with the correct amounts to be modified. but you're correct in your observation. this should not happen. >> i haven't seen too many -- to often of a model where there are certain stages expected in terms of a contract renewed over and over, like this one has. this is pretty -- >> are you referring to the -- let me -- i know we are talking about next week as well but those are burning questions. >> supervisor avalos, are you referring to the fact that when the contract was first approved on a competitive basis the initial amount was about 600,000. now we are up significantly to $60 million. in this case we agree with the method the department used. it was always stated to the board of supervisors that after the competitive pr
